Help with my blue heeler?

My blue heeler has a licking problem. She licks too much and it annoys everyone. She will just pass by and lick you and its reaallllly annoying. Ive tried to tell her no with a firm voice but she just freaks out and starts licking even more. Ive tried flicking her nose whenever she licks me or someone, but nothing seems to work. She annoys everyone I have over and they don't like her because of that problem. It's even worse because she is so hyper.She will jump and scratch and go crazy licking everyone. Ive tried training her but it seems like she is the only retarded blue heeler out there. What should I do.
