Wtf,this guy is playing mind games with me?!?

A few days ago he says he wanted tO meet me I said no but later I changed my mind and he wasn't sure anymore bout when he is free that week then later I ask him if he is free or not? And then he says he isn't sure and will tell me on the day and I said I will be busy so he has to tell me now or if he doesnt want to meet me we don't have to, and then he says he doesnt want to so I reply with just an okay and he says but if u want to meet me let me know:) umm wtf? Mentally retarded much?! I have 5 guys in line and if he's not interested he can go f himself why play with me like that?!
